Niterói is a smaller city about 30 minutes from Rio by car or ferry, across the Guanabara bay. It is easily accessed by ferry or car. It has a few touristic points (for those who like architecture, it holds the largest number of Niemeyer buildings in the world) and good restaurants, plus a great view of Rio (across the bay). During the meeting, participants can stay here to be closer to the conference.

1-Mercure Orizzonte (Accor chain) — should be familiar to most participants, it is a large (and fancy) hotel within walking distance of the university (albeit an uphill walk). Not close to the main shopping street.
